NCP Corporator M K Madhvi, who was arrested in the multi crore Bhise scam of NMMC has finally spoken. In the general body meeting held this week, the Bhise scam was back to haunt the corporation. Speaking on the scam, M K Madhvi made startling allegations, one being that former NMMC Commissioner Vijay Nahata had made M K Madhvi a scapegoat in the scam to ensure that the police did not arrest Nahata in the scam.
The HB Bhise scam is back to haunt NMMC. The scam that rocked the corporation prior to assembly elections, was back into discussions at the NMMC General Body meeting when corporators demanded an update on a proposal seeking prosecution of five officials, earlier arrested in the case – suspended Dy. Municipal Commissioner of Encroachments Amrish Patnigire, N N Alhat, suspended Asst. Municipal Commissioner Divakar Samel, suspended Chief Accounts and Finance Officer Jayawant Dalvi and suspended Asst. Accounts Officer Prakash Kamble. While Standing Committee Chairman Ramesh Shinde raised the issue and demanded to know what happened to the proposal, Leader of Opposition Manoj Haldankar wanted the charge-sheet to be brought before the house. It was during this debate, that NCP Corporator M K Madhvi, who too was arrested in the scam and later released, broke his silence on the scam for the first time. He claimed that he was made a scapegoat in the Rs. 3.54 Crore scam.
After the meeting, speaking to the media, he made serious allegations against former NMMC Commissioner Vijay Nahata stating that the former Commissioner had approached the police in haste to save his skin, as Vijay Nahata feared his own arrest. He even accused Vijay Nahata of filing the case with the police on a holiday. Making more serious allegations, Madhvi said that the complaint was filed late in the night; as the next day the police was going to question Vijay Nahata in the case. And Nahata wanted to avoid this.
Speaking of information given to him by a former Dy. Municipal Commissioner, M K Madhvi said that on several occasions, Vijay Nahata was told that the scam was being blown out of proportion but the same was ignored. He further alleged that Vijay Nahata did not allow enquiry under the 1987 Act, which was the right procedure and forced to file the complaint. Hinting that Vijay Nahata is protecting his close confidantes of that time in NMMC Mahadev Pendhari and N T Jadhav, M K Madhvi questioned that when there is a charge-sheet against these officials, why have they not been suspended?
As M K Madhvi spoke his heart out on the scam, he did not spare former Congress corporator Ramakant Mhatre who exposed the scam and former Chief Minister Ashok Chavan either. M K Madhvi taunted at the duo. NMMC Commissioner Bhaskar Wankhede said that they have not proceeded with prosecution proposal of the suspended NMMC officials as these officials have alleged involvement of others officials in the Bhise scam. And that is why they have forwarded the same to the police; for further investigations. While investigations in the matter continue, the loopholes in the administrative system, gave way for the scam. As the scam becomes an open war among corporators and officials; there is no denying that the H B Bhise scam was an outcome of complete system failure of the NMMC administration that has made most NMMC departments a fertile ground for corruption and draining public funds.
