Finance Minister Sudhir Mungantiwar presented an estimated deficit budget of Rs 3644.55 crore for 2016-17 in the Maharashtra Maharashtra Chief Minister Devendra Fadnavis hailed his government’s budget as “progressive” given the challenges before the state, while the Opposition parties slammed it as “directionless, just “a jugglery of numbers” and lacking in focus.
Finance Minister Sudhir Mungantiwar said that if allocations for farmers fall short, they would do more. The Opposition said the State budget is full of “empty promises” and as “directionless”.

The Opposition in the Maharashtra Assembly organised a sit in protest outside the assembly building over the issue of farmers’ suicide in the state. They demanded total loan waiver for farmers and immediate steps to provide relief to drought-hit regions.
- ILLEGAL BUILDINGS IN DIGHA TO REGULARIZE
In a move that may benefit people living in controversial Campa Cola building and buildings in Digha in Navi Mumbai, Chief Minister Devendra Fadnavis announced a policy under which illegal constructions that have come up before December 31, 2015 will be regularised.
While unauthorised buildings in urban areas such as Thane, Nashik and Pimpri-Chinchwad will get relief, those living in forest areas on the border of Sanjay Gandhi National Park will not be covered.

The opposition made allegations of pursuing “vendetta politics” in the arrest of former deputy chief minister and NCP leader Chhagan Bhujbal by the Enforcement Directorate in corruption cases. Maharashtra Chief Minister Devendra Fadnavis flatly rejected these allegations. Making a statement in the legislative assembly the CM said Bhujbal was arrested on the basis of evidence found in the ED investigation against him.

Accusing the BJP-led state government of hiding the farmer suicide figures in the state, senior Congress leader and Leader of Opposition in the Legislative Assembly Radhakrishna Vikhe-Patil said the drought situation is very bad and 700 farmers have committed suicide in last five months. BJP leaders were criticizing the previous government over it but they are now seem to be hiding the farmer suicides.

The Maharashtra Vidhan Sabha suspended Waris Pathan, a member of AIMIM, after he proclaimed that he would not say ‘Bharat Mata Ki Jai’ even if he were about to die. The suspension will be in place till the conclusion of the legislature’s budget session on April 13. Parliamentary Affairs Minister Girish Bapat gave an insight on the suspension.

BJP legislators staged a protest on the steps of Vidhan Bhawan in Mumbai against alleged inaction on the part of the Mumbai civic administration in tackling the Deonar dumping ground fire and the resultant pollution. BJP Mumbai president and MLA Ashish Shelar told reporters that they would take to the streets if needed if no concrete measures are taken by the BMC.
- DROUGHT NOT HYDROLOGICAL BUT AGRICULTURAL, SAYS DEVENDRA FADAVNIS
Maharashtra Chief Minister Devendra Fadnavis said drought in various parts of the state was not hydrological but agricultural, based on criterion laid down by the National Disaster Response Force. Earlier the Nagpur bench of the Bombay High Court had passed strictures on Friday by saying that government needs to come out of from deep slumber on drought situation faced by Amravati division farmers. Revenue Minister Eknath Khadse spoke to the media on this.
Leader of Opposition Radhakrishna Vikhe-Patil had moved an adjournment motion and sought resignation of Minister for Rehabilitation Eknath Khadse for failing in his duties to provide relief to farmers from Amravati division despite the report by the Divisional Commissioner. Both Vikhe-Patil and NCP group leader Jayant Patil criticised Government on the same and sought Khadse’s resignation.
