The STP plants and sewerage pipelines in NMMC have always been surrounded with controversy and now a new scam has come to light from them. According to activists NMMC has wasted money on building the STP plants and later scammed in the tenders called for laying sewerage pipelines for this project.
There is one more scam reported from the department of Additional City Engineer Surendra Patil’s department. The scam, activists say has taken place in the construction of STP plants and tenders called for sewerage pipelines to be laid for the project. Social activist Sudhir Patil has given a written complaint to the NMMC Commissioner Bhaskar Wankhede on Lokshahi Din pertaining to this scam. In his complaint, he has alleged that despite CIDCO making STP plants for a period of 60 years of time span, NMMC went ahead and made new STP plants with a capacity that was uncalled for. His associate informed that the capacity of the STP Plants made for Navi Mumbai was not even needed.
Exposing how the scam took place when the work was awarded, he informed that normally the practice is that a tender can be only 15 to 20% above the budgeted estimate but in this case, the tender was quoted 50 to 56% above the budgeted estimate. Sudhir Patil said that the contractor was even given 15% mobilization advance against rules. He informed that the 3 contractors viz. Gharapure Engineering and Constructor Pvt. Ltd., Ramky Infrastructure Ltd and H N B Engineers Pvt. Ltd. took the contract from NMMC and gave it to a sub contractor SFC Environmental Technologies Pvt. Ltd.
The audit reports in the past raised several queries on the role of the Public Works Dept. but the former Commissioner Vijay Nahata gave approvals to all these works. He alleges that when the auditor raised objection to the project on several occasion, he was transferred. The activists have demanded a full-fledged enquiry in the scam and want the statement of the first auditor recorded for the same. The activists allege that much of the scam happened because of the negligence of the former Commissioner. When the NMMC Commissioner Bhaskar Wankhede said that he can speak on the scam only after an enquiry.
He however confirmed that any work awarded to a contractor cannot be handed over by him to a sub contractor. For a long time the work being done by the department of Additional City Engineer Surendra Patil have been coming under the scanner. The information gathered under the RTI by social activists points to a major scam happening in Surendra Patil’s department under the JNNURM funds.
